The original plan for the Hampstead, as stated by Barnett, included uncrowded housing lots, with gardens and trees along the roadways, which were to be at least 40 feet wide. There were to be no walls, but instead wire fences, trellises or hedges dividing the properties. Consideration to each homeowner's view was to be given. Strict noise standards were to be enforced, including prohibition of church bells. Due consideration was given to making housing and surroundings handicapped accessible. All classes of people would be encouraged to live there. The first stage of construction was designed and carried out by Sir Raymond Unwin. It showed an understanding of not only appearance, but marketability to the various class levels of people who would occupy houses in close proximity. 80 acres of land which formed an extension to Hampstead Heath were kept open and available for use by all the residents of the community. In fact, the entire community was designed around the large accessible area. The second stage of building in Hampstead was designed by JCS Soutar beginning in 1918. It does not show the attention to details or indeed the same philosophy as graced the first phase. The second phase of the Hampstead community was not unique, nor did it achieve the original goals set forth by Barnett. Since Hampstead was never intended to be a self-sufficient community, only a suburb to larger London, public buildings and commercial buildings were kept to a minimum. At present, it is almost entirely middle class, thanks to the high housing prices and the lack of any available low income housing.
